South Yorkshire Fire & Rescue (SYFR) are seeking suitable applicants to undertake the role of Operational Workforce Staffing Team Administrator (OWST), based at Headquarters in Sheffield.

Contract:
Fixed Term Contract (FTC) for 12 months (possible extension to 18 months subject to requirements)
Hours: Full Time - 37 Hours per week (Flexi Time)
Work Pattern: Mon – Fri
Salary: £25,584 - £27,269 (Grade 4)
Location: Sheffield

This role presents an exciting opportunity to work as part of the Operational Workforce Staffing Team and support the coordination, administration and service delivery of our operational resources to meet the needs of our community.

Purpose and Responsibilities:

The OWST Administrator will work closely with key stakeholders across the organisation and report directly to the OWST Supervisor. They will provide administrative support, help develop and oversee governance and auditing processes and support the effective management of operational staffing. This role will involve data analysis, workforce planning, and the implementation of staffing strategies to improve the efficiency and resilience of Emergency Response resources.

Key responsibilities include:

  • Supporting the administration, coordination, and long-term planning of uniformed staffing.
  • Ensuring staffing levels align with operational needs and policies.
  • Monitoring and reporting on workforce availability and resourcing performance.
  • Assisting in managing leave planning and authorising staff leave requests.
  • Auditing pre-arranged overtime and ensuring compliance with relevant policies.
  • Supporting the development and maintenance of the Resource Management System (RMS).
  • Producing workforce data reports to support decision-making.

Key Requirements:

To be considered for this role, it is desirable for the successful applicant to have experience in staffing and resource management within the public sector, or a similar fast-paced and challenging environment. You will have a strong administrative background, excellent data analysis skills, and an ability to support workforce planning and resource management strategies.

Qualifications:

  • NVQ Level 3 in Business Administration (or equivalent) – Desirable
  • Maths GCSE Grade A-C (or equivalent) – Essential

Knowledge and skills:

  • Understanding of workforce planning, data protection, and data security.
  • Awareness of workforce staffing arrangements within the Fire & Rescue sector.
  • Intermediate IT skills, particularly in MS Office and Excel (including statistical analysis).

Experience:

  • Proven experience in administrative support, workforce planning, and data management.
  • Experience in analysing and presenting statistical information to support decision-making.
  • Experience using workforce planning systems and improving data quality.
  • Proven ability to manipulate data using formulas and functions in MS Excel.
  • Experience working collaboratively to resolve problems and implement solutions.
  • Delivering training to individuals and teams on workforce planning systems.

This position is for a 12 month fixed term contract, with the option to extend to 18 months subject to SYFR requirement.

New starters will commence on the bottom of the salary grade and will receive increases to the top of the grade on an incremental basis. We offer 28 days annual leave (pro-rata) plus Bank Holidays. Annual leave increases after 5 years’ service to 32 days, followed by an extra day a year up to a maximum of 37 days. We also operate a generous flexi time attendance scheme.

Most of our corporate roles offer flexi time and agile working, meaning people can vary their hours to suit their commitments outside of work as agreed with their line manager. Flexi time can be accrued with a potential of up to 13 days to be taken within a year.
