An exciting new opportunity has arisen within the Waste Management Delivery team at Leicestershire County Council.
We are looking to recruit a Senior Waste Operations & Contracts Management Officer with experience in contract management who can support the management of Leicestershire County Council's Recycling and Household Waste Sites (RHWS) and Waste Transfer Station (WTS) on-site operations.

Job Purpose
To support the management of Leicestershire County Council's Recycling and Household Waste Site (RHWS) and Waste Transfer Station (WTS) on site operations, and provide contract management for waste treatment contracts. To lead on the development and delivery of waste operational projects and improvements.
Corporate Responsibilities

To ensure that the services are delivered for the benefit of the people of Leicestershire.

To be responsible for maintaining effective partnerships and working relationships with statutory, voluntary, private agencies and communities to promote and meet the Council's and Department's services and objectives.

To ensure activities are delivered in the most efficient and effective manner as possible.
4.
To be responsible for technical advice to Members, partners, customers and stakeholders to ensure appropriate communication and dialogue takes place; including writing reports.

To support the performance management of services and teams through the departmental business planning process to drive continuous improvement in the delivery of Departmental and Service outcomes; monitoring and reporting on progress as required.
Service Responsibilities

To support the Team Manager as required and provide cover in the absence of the Principal Waste Contracts Officer.
7.
Lead on the development and delivery of waste operational projects and improvements.
8.
Develop and deliver recycling and treatment services.
9.
Develop and deliver savings initiatives (including income generation).
10.
Manage and operate waste and related maintenance contracts for: Recycling & Household Waste Sites (RHWS), Waste Transfer Stations (WTS), waste disposal/treatment and environmental maintenance.
11.
Oversee site provision of operational equipment, legal consents, security systems (such as CCTV) and other maintenance.
12.
Monitor compliance at RHWS and WTS sites in accordance with relevant legislation including health and safety and environmental legislation etc.
13.
Prepare contract documentation, including contract specifications and invitations to tender, in accordance with legislation and County Council procedures.
14.
Monitor and management of relevant budgets.
15.
To lead on the customer interface and manage customer enquiries.
16.
Lead and assist in procurement processes that are relevant to waste operations and contracts.
17.
Where necessary, to manage staff, developing their skills and competencies to support changing priorities, and keeping the capabilities of the service current with business requirements.
18.
Define requirements and develop business systems and processes data collection, reports, and information analysis to enable control and compliance of the service.
19.
To participate in recruitment, induction, training and development programmes to help develop the service and ensure it has the skills it needs to deliver its forward programme.
20.
Where necessary, to undertake line management responsibilities such as investigations, performance management and Annual Performance Reviews (APR of staff in accordance with the County Council's policies.
